Right, I'm in agreement with comment 12, I don't know that this is
actionable from the Subiquity perspective.

For golden image deployment, we do generally recommend starting from a
preinstalled image, which I think is going to behave closer to what you
expect.

Subiquity builds a cloud-config, which is written to the target system,
and uses datasource None to ensure the built config is the one used, so
all of this is working as designed but maybe not as desired if one
wanted to retrieve config from the network on first boot of the
installed system.
