Public bug reported:

starting with 24.10, dpkg now passes in dpkg-buildflags

  -specs=/usr/share/dpkg/elf-package-metadata.specs

and specifying the package metadata json string in the specs file. This
currently only works with GCC and not other compilers.  To have quicker
adoption for more binaries, please also export that preformatted string
in an environment variable ELF_PACKAGE_METADATA, that can be picked up
by other linkers and compilers.

choosing a deb-packaging neutral name for that enivronment variable,
because it potentionally could be useful to embed such information into
snap builds as well.
