Hello,

This is not really a bug, rather a side-effect of the fact that Firefox
provides its own window decoration and title bar by default, therefore
right-clicking at the top will show you Firefox's own context menu
rather than GNOME's.

One workaround, which Joseph mentioned, is right-clicking twice.

Another approach would be to manually enable the system title bar again.
To do so, right-click on the menu bar at the top and then click on
'Customize Toolbar...'.  Then, from the newly opened screen, at the
bottom left, click on the 'Title Bar' checkbox to enable the system
title bar. Now you can right-click on the narrower system title bar at
the top for GNOME menu options like the ones mentioned in your bug
report.

If you'd like Mozilla to reconsider this behaviour, please file a
request on their bug tracker at https://bugzilla.mozilla.org upstream.
