I can confirm that fstransform from focal-proposed has fixed the bug for
me.

Test done:

installed fstransform and execute 'fsattr' to confirm it still fails to
run.

Added focal-proposed to apt sources.
install fstransform from focal-proposed.

followed both the testplan to verify that (1) fsattr is now working and
(2) there is no regression with 'fsremap'.

Package tested:

$ apt-cache policy fstransform
fstransform:
  Installed: 0.9.4-1ubuntu0.20.04.1
  Candidate: 0.9.4-1ubuntu0.20.04.1
  Version table:
 *** 0.9.4-1ubuntu0.20.04.1 500
