Thanks Ken, that workaround worked for me. Here's a copy and paste of
what you already described:
$ sudo tee /usr/lib/x86_64-linux-gnu/pkgconfig/bzip2.pc > /dev/null <<'EOF'
prefix=/usr
exec_prefix=/usr
libdir=/usr/lib/x86_64-linux-gnu
includedir=/usr/include
Name: bzip2
Description: Some shit
Version: 1.0.8-5build1
Libs: -L${libdir} -lbz2
Cflags: -I${includedir}
EOF
