As far as I know, package python3-importlib-resources is not needed as long as the python version is 3.9 or later. As a result, it shall not be an issue with the recently-released Ubuntu 24.04 LTS and the ongoing development.
Since packages are build automatically using the automated environment, having built package present means that the build-dependency is satisfied at the time of package build. As a result, I consider your bug report here to be invalid. If you find out that the build will indeed fail on a certain previously- released Ubuntu version, please feel free to make further comments and reopen this bug.
