Thank you for taking the time to file a bug in Ubuntu. I can confirm the problem. I did:
# dpkg-reconfigure locales Chose ru_RU.UTF-8 as the default locale. Logged out and in again. Then, I launched ruby3.2 and tried to paste a Russian character, like ю or б. They're not properly handled by the prompt. I also verified that bash can handle these characters fine, which is an interesting data point because bash also uses readline under the hood. Anyway, I'll mark this bug as Triaged and subscribe the Ubuntu Server team. Hopefully someone will have the capacity to look into it soon.
