What happens:
When the monitor of the desktop is turned off and on again, the plasma desktop
(background and panels and widgets) are resized and reduced to the top left
corner of the screen. The other windows remain in the same place.
What should happen:
When the monitor is toggled off and then on, plasma desktop should not resize
anything and everything should remain in place where it was when the monitor
was turned off.
I have confirmed this with two separate nvidia drivers (470 and 550). I
can also confirm this bug does not exist in 23.10. To reproduce on 24.04
I turn off my desktop monitor and then turn it back on. When it is
turned back on the plasma desktop background and top panel are reduced
to a corner of my screen but the other windows I have open remain in the
same place. In other words, the desktop resolution is not changing, but
plasma is resizing.
I can confirm that killing plasmashell and restarting causes the plasma desktop
to be resized properly.
Running:
```
killall plasmashell
kstart plasmashell
```
will restore plasma desktop to the right size of the full monitor resolution.
I can also confirm that this happens when the monitor goes to sleep. It
does not happen when the screen is locked. It only apears to happen when
the monitor goes to sleep or is turned off.
