There are many reports out there about mate panel crashes.

Ubuntu Version used: Mantic

People taking care about this package should make a decision and use the latest 
mate-panel sourcecode in order to not duplicate developer efforts to fix bugs.
Mate-panel is a highly unstable package it shows up numerous valgrind issues 
and crashes easily when eg. using FreeCAD and switching to fullscreen / 
windowed mode using ALT-F11

I would strongly recommend to stop distributing the old version of mate
desktop environment and set up a system to use the latest git versions
until basic stability is given (and just restarting mate-panel when it
crashes is not an attractive option).

Releasing faulty software in LTS/stable releases does not make any
sense; if unstable and if the user wants it use the latest git sources
for it (again to avoid developers doing duplicate work on debugging
issues)

Mate HUD is able to lock up the entire desktop (it did it here, multiple
times).

My next step here is to remove the mate ubuntu packages and go for the
latest git sources (dconf-editor (segfault) and xserver-xorg-input-
synaptics (coasting bug) package have the same issues - ubuntu is
releasing unstable versions while obvious bugs are fixed already in the
latest code repositories).
