Public bug reported:

Kernel updates on Apr 8 '24 started the issue of keyboard not working after 
sleep/suspend.
Kernel 5.15.0-97 works, other kernels after 97 need grub modified to make them 
work.  
Changed:
GRUB_CMDLINE_LINUX_DEFAULT="quiet splash i8042.dumbkbd=1 i8042.nomux=1 
i8042.noaux=1"

Only negative side effect of the i8042.dumbkbd entry is that the caps-
lock light does not work. Otherwise on suspend and wake the keyboard
works.

I even tried the 6.6.0-26 kernel with same issue.
