if we try to create a VM with less than the min req it will raise a
warning:

a) trying a jammy/22.04 VM: 
 WARNING  Requested memory 1024 MiB is less than the recommended 2048 MiB for 
OS ubuntu22.04                            

b) trying a noble/24.04 VM: 
 WARNING  Requested memory 2048 MiB is less than the recommended 3072 MiB for 
OS ubuntu24.04


either way I was able to boot a Noble VM with RAM=1.5GB on a Power9 bare metal 
with Noble:

recommended minimal system requirements are:

RAM: 2 GiB or more
Disk: 5 GiB or more
