I can confirm that I have the same issue on two separate 23.10-based systems, but removing vscode.list from /etc/apt/sources.list.d/ has no effect. I get the following warning with "sudo do-release-upgrade -d":
Updating repository information No valid sources.list entry found While scanning your repository information no entry about mantic could be found. An upgrade might not succeed. Do you want to continue anyway? Obviously, I don't want to attempt the upgrade if it may bork the system.
