Thank you or your bug report. It's not that easy, packages in the Canonical support set (main) can only use dependencies in that set. To build the plugin we would need to build in https://launchpad.net/ubuntu/+source/lilv which is currently in universe, which means we would need to follow the process described on https://github.com/canonical/ubuntu-mir. But liblilv also required serd, sord and sratom which are also in universe so those would also need to be reviewed and promoted.
One alternative option would be build that plugin and split in a new binary package that could then go to universe.
