Sorry, that was the Debian way.
First check which locale you currently have as your default by opening a 
terminal:
$ locale
Then run:
$ sudo locale-gen nl_BE.UTF-8 (or whatever locales you want)
The above example is for Belgium, /usr/share/i18n/SUPPORTED lists all supported 
locales.
