Clarifying, that is the same symptom; the problem is on do-release-upgrade (per description), but this could not be reproducible by any means by many of us in this bug (as you are aware and helping with). Upgrading a release (or individual packages across releases) like that is not supported, as do-release-upgrade does a bunch of work for the upgrade (including changing apt sources list at the right time), but it looks like the best reproducer, and apparently related to what the bug reporter might have done (thanks!), but we could never get a confirmation or more info. So, that will definitely be helpful to verify the SRU in -proposed.
