Sorry, what the test plan means with this:

Is to run apt-get update against the mirror you just made. Note the IP
address in the sample output:

In other words, you should setup apache or ftp or something like that
and serve the mirror that was just created, and change sources.list to
point at that. I think you might be able to get away with file:/// type
urls in sources.list, so perhaps no need to setup apache.
