The Battle for Wesnoth 1.4 should be released at the beginning of the March, 1.3.14 (1.4 beta) will be released on January 12. More detailed roadmap can be found at http://www.wesnoth.org/wiki/Wesnoth1.4ReleasePlan. So Wesnoth 1.4 will be released quite late in Hardy development cycle but it will be supported longer than 1.2, so IMO it should be better to sync 1.4 when it is released.
