Daniel, This is with Xorg fractional scaling on Ubuntu Budgie ARM64. We don't have Wayland on Budgie DE, but I can flash Ubuntu 22.04 ARM64 on a spare microSD and test. Give me a few hours and I will follow up on that.
Regarding input, yes I believe same issue as described on https://bugs.launchpad.net/bugs/1902436 .
