Public bug reported:

I have deleted an old package called bundsteg_1.2-2 in order to upload a newer
version, namely bundsteg_1.2-3 at ppa.launchpad.net/~estellnb/ubuntu/elstel/.
Unfortunately the new and the old package contain one file which is the same,
that is bundsteg_1.2.orig.tar.gz.
If I had just uploaded the newer version of the package, then no problem
since I can delete the already existent file from
bundsteg_1.2-3_source.changes. Since I have already deleted this file on the
server as part of the 1.2-2 package there appears to be no chance to upload
bundsteg_1.2-3.
The faulty behaviour is even documented here:
https://help.launchpad.net/Packaging/UploadErrors
"Launchpad never permits reusing version numbers in the same archive, even if
they have been deleted."
  Please fix.
