On impish I see

fails once, succeeds once: autopkgtest-build-lxd ubuntu:impish < /dev/null
success: chronic autopkgtest-build-lxd ubuntu:impish
success: autopkgtest-build-lxd ubuntu:impish

In the failure case, snapd.seeded.service hangs like it would for a
chronic build of jammy.

Removing snapd does not work either. This is problematic, snapd should
not be in autopkgtest images. I probably should split it out.
