Public bug reported: The upstream patch which was being dropped in our delta is now needed for the new PHP stack (see revert-update-intl-currencies-data.patch).
Moreover, recent libicu changes are incompatible with the current upstream test suite. [1] has more details on these test failures and also fixes the issue for php-intl builds linked to libicu70.
