Thanks for reporting. I can confirm I get the same error message on Ubuntu Jammy when attempting to install both packages. This also happens now that https://bugs.launchpad.net/ubuntu/+source/sndio/1.8.1-1.1 is in the archive, so the newer version didn't resolve this automatically.
I'm not quite sure on the history for this, but it looks like the previous sndio package version introduced libsndio7.1, but this was changed back to libsndio7.0 again in the latest. However, vlc was rebuilt in the mean time and picked up a dependency on libsndio7.1 (https://packages.ubuntu.com/jammy/vlc-plugin-base). I see that -proposed now has a new rebuild of vlc to pick up the "new old [sic] libsndio7.0" https://launchpad.net/ubuntu/+source/vlc/3.0.16-1build7.
