Public bug reported:

Version: Ubuntu 21.10
Installation type: via USB flash drive
CPU: Ryzen 7 PRO 5750GE
RAM: 64 GB ECCC UDIMM DDR4 (2x 32GB)
Mainboard: Gigabyte X570 UD
Installation drive: Crucial P5 Plus - NVME M.2 SSD (1TB)

Ubuntu installation crashes at installation step "creating user".
Partition tables was configured right.

EFI partition with 103000 MiB for ubuntu system (Selected as installation path)
The other free storage was mounted as root / partition).

Error finding in log:
XDG_RUNTIME_DIR (/run/user/999) is not owned by us (uid 0), but by uid 999!
(This could e.g. happen if you try to connect to a non-root PulseAudio as a
root user, over the native protocol. Don't do that.)
