Can you please manually stop and re-start service and see that helps fixing this? Or at least, provide us with further logs, eg: journalctl -xe or something that'd help us help you? Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I am marking this bug as 'Incomplete'.
