This is confusing. ndctl is producing libcxl binary packages now, but
there is a libcxl package in the archive already, ppc64el-only.

 libcxl | 1.7-2 | jammy/universe | source
 libcxl1 | 1.7-2 | jammy/universe | ppc64el
 ndctl | 71.1-1build1 | jammy | source, amd64, arm64,
armhf, i386, ppc64el, riscv64, s390x
 ndctl | 72.1-1 | jammy-proposed | source, amd64, arm64,
armhf, ppc64el, riscv64, s390x
 libcxl1 | 72.1-1 | jammy-proposed/universe | amd64, arm64, armhf,
ppc64el, riscv64, s390x

Same in debian, except stable is obviously untouched (and using the original
libcxl package)
libcxl | 1.7-2 | stable | source
libcxl1 | 1.7-2+b1 | stable | ppc64el
ndctl | 72.1-1 | testing | source
libcxl1 | 72.1-1+b1 | testing | amd64, arm64, armel, armhf, i386,
mips64el, mipsel, ppc64el, s390x
