I can also confirm this bug with ubuntu 20.04 and isc-dhcp-server 4.4.1 I use the isc-dhcp-server as part of foreman infrastructure and with this bug it is not possible to automate the isc-dhcp-server from foreman.
The Problem was solved for the moment as I just compile the isc-dhcp- server from source and install it over the package... but this should not be the long time solution I think..
