Thanks, @khurshid-alam. I have pushed a new bzr branch to lp:~unity7maintainers/ubuntu-seeds/ubuntu-unity.jammy/ that includes the change to drop app-install-data-partner, and am regenerating the ubuntu- unity-meta package via update.
Note that in general since the metapackages are automatically generated aside from update.cfg, we tend not to bother with git branches for these but treat the archive as authoritative; the seeds are the important thing to have stored in a VCS.
