virtualenv depends on python3-virtualenv which depends on python-pip-whl

python3-venv depends on python3.9-venv which depends on
python3-setuptools-whl which breaks python-pip-whl.

It is my understanding that virtualenv is for python2 and venv is for
python3.  I believe there is no more python2 package for virtualenv in
jammy.  It appears to me that python3-virtualenv is also a bit of
incorrectly named for that reason, but it's been that way since bionic.

It's odd that python3-virtualenv would depend on python-pip-whl and not
python3-pip-whl.

Maybe the best way forward is for the virtualenv dependency package to
depend on "python3-venv|python3-virtualenv".
