i noticed similar behavior under ubuntu 7.10 with a belkin wireless USB device. Specifically, my wireless networking stops working and network manager becomes unresponsive when I unplug the device and plug it back in. A proper system restart or shutdown also freezes the computer when it reaches the point where the network services are being terminated (I have to it the power button to manually shut down).
