I confirm this. I tried to change theme in gtk-qt config page in system-settings, doesn't work. I even installed gnome-control-center, and tried to change theme there. Funny though the applet that changes the theme, does change its appearance, but other applications' look doesn't change.
Same behavior happens with normal and non-root applications. I am running kubuntu hardy on the system, and it was updated from feisty.
