Public bug reported: There is bug in the current version of proftpd on 20.04 that results in unusably slow responses and extremely high server load when using mod_auth_file (AuthUserFile) for authentication. This issue was fixed upstream here: https://github.com/proftpd/proftpd/pull/1195
I worked around this by rebuilding the package with mod_auth_file.c updated from upstream, and have attached a quilt patch for this if it is helpful (I tried to get a clean patch from just that PR but wasn't able to).
