@SMB - I've assigned you asking to have a shot at setting something like
the mentioned setup and check if there was a regression.

@Tim
- The logs (as you assumed) do not hold much useful information
- Does this also happen if you manually (without upgrades) issue "restart" or 
"reload" to those services?
- This is reported against 16.04, was it upgraded since then or is it really 
16.04 still, because that is out of "Standard" support, see [1]
