I'm installed xubuntu 20.04 and tried to change system language to russian.
Firstly I chose russian language during installation, but after reboot system 
language was english.
Secondly I tried to change language using "language support" application. It 
was not obvious to move my language in that window and it was not moving 
properly, but after few efforts this was made and I pushed button "Apply system 
wide". But there was no changes even after reboot. My system language was 
english.
Thirdly I tried commands "sudo locale-gen" and "sudo dpkg-reconfigure locales". 
And again there was no changes even after reboot. My system language was 
english. But in file /etc/default/locale was russian in every line.
And finally I found file $HOME/.pam_environment in which was also locale 
settings and there was english language chosen. I modified this file and after 
that my system language changed to russian.
I think it must be easier to change system language and there must be just one 
file with locale configuration!
