This issue is still present in Telegram Desktop (snap package) in Ubuntu 20.04 LTS (Focal Fossa). Not sure if this is with everyone.. but, the mouse pointer is a black hand, when pointed in the list of groups area & a black arrow, when pointed in the messaging area.
(Personal opinion: I believe it is these kind of petty things (ex. (esp.) LibreOffice imperfections/inconsistencies) why Windows users (desktop) are reluctant to switch to Linux.
