I am experiencing the very same issue on a fresh installation of Kubuntu 21.04. fc-list shows that Fantasque Sans has been installed in multiple styles, stylistic sets and font formats:

Might it be that some of these files are broken, so that programs using one font format work fine but others only see the broken font? Alternatively, the font files themselves could be in order, but the font configuration pushes a version (maybe woff?) that is not universally understood by all programs?
