This is related to bug #74360, please see this for more information. In short, some compose sequences are not available in the table used per default by GTK applications, but may be available in the table used by X11 (as is the case with <Compose> <,> <t>), which is inherited by non-GTK apps. To make it even more confusing, sequences also differ between the two.
