Thank you for taking the time to report this bug and helping to make
Ubuntu better.

I see no evidence of a system upgrade (from 20.10 to say 21.04) having
taken place... the installation media was 21.04 & system is still
currently 21.04, thus package was changed from `ubuntu-release-upgrader`
to the `linux` kernel.

Bug reporting is about finding & fixing problems thus preventing future
users from hitting the same bug.

I suspect a Support site would be more appropriate, eg.
