the compilation environment that is used when apt-build is invoked can't find 
the cc1 library. This causes the test compilation process that a lot of 
packages do to fail and the process exit with code 1
An example of this is when trying to build x265 with apt-build
here is what is outputed: "Gcc error: gcc: error trying to exec 'cc1':
execvp: No such file or directory"
