Hi Bob and thanks for this bug report. In debugging this it would greatly help to have a reproducer from a clean Focal system, e.g. a LXD container. You can get one by doing:
lxc launch ubuntu:focal nagios-debug lxc exec nagios-debug bash and then provide a minimal but complete set of steps to reproduce the issue. Please note that nagios and nrpe are in the "universe" component of Ubuntu, with maintenance and support done by the Ubuntu community. Given that the nagios and nrpe packages are all (almost) syncs from Debian, it could be worth filing this same issue against the relevant Debian package, so there won't be a delta to maintain in Ubuntu for this fix, and more users will benefit from the fix.
