It is still the same (Gutsy) but it might not be a bug but simply how the rule 
is written. 
Indeed the rule for fat or ntfs USB partition gives ownership to the user while 
there is nothing expressly said for extfs.
And of course I don't remember in what udev rules I saw that...

Anyway, just try out the following to test. 
Format a usb flash disk in 2 partition. one in FAT/NTFS , the other in EXT3.

You will see the difference of ownership for the 2 partitions the next
time you plug your usb disk in your computer. Root is the owner of the
ext3 partition.
