Hi,
you seem to have set a non standard configuration in 
sql_mode = 
"STRICT_TRANS_TABLES,NO_ZERO_IN_DATE,NO_ZERO_DATE,ERROR_FOR_DIVISION_BY_ZERO,NO_AUTO_CREATE_USER,NO_ENGINE_SUBSTITUTION"
within https://launchpadlibrarian.net/529715019/MySQLConf.etc.mysql.my.cnf.txt

Due to that on the start the service fails

I'm not sure on this particular one, but sometimes people make such
configurations and newer versions no more support it. E.g. from your
upgrade 18.04 -> 20.04. In that case the local configuration that you've
done needs to be adapted.

Once that works, the service will start and that will un-break the
upgrades.
