As of version 1.9.1 doxygen-latex does depend on texlive-fonts-recommended. It has been like that as far back as I can quickly check (version 1.8.8-5 in Debian old-old-stable): https://tracker.debian.org/media/packages/d/doxygen/control-1.8.8-5
