note that I've switched to using pipewire to replace pulse, and it
doesn't have this problem. so this is definitely a pulse specific issue.
thankfully pipewire is mature enough to use full time now, and I'd
recommend folks experiencing this problem give it a shot, since it
offers pulse, alsa, and jack protocol compatibility.
