Public bug reported:

I've just installed Ubuntu 7.10 Server on an x86_64 system (kernel
2.6.22-14-server). Booting the system with init=/bin/sh doesn't work,
the boot process stops at

Begin: Running /scripts/init-bottom ...
Done.

When using init=/bin/bash instead init=/bin/sh everything works fine,
probably because /bin/sh is a symbolic link to /bin/dash, and /bin/bash
is the bash binary itself.

** Affects: ubuntu
     Importance: Undecided
         Status: New
