Yep, I'd say it's that bug. It's fine under Wayland. In 21.04 will it be possible to select a Wayland session from the login screen without commenting out the gdm rule that disables Wayland if the nvidia module is loaded? I've got prime-select set to on-demand, so nvidia is loaded even though intel is the main driver, but Wayland still works - it's just not presented by default and there is no indication given as to why.
