Not sure if this is the right place to report this, but these changes seem to cause automated mainline kernel builds to fail.
e.g. https://kernel.ubuntu.com/~kernel-ppa/mainline/v5.11.1/amd64/log shows make[3]: *** No rule to make target 'debian/canonical-certs.pem', needed by 'certs/x509_certificate_list'.
