The current version of openvpn in the Ubuntu groovy repositories (2.4.9)
looks for configuration files in /etc/openvpn

The official folder for configuration files is /etc/openvpn/client, as
can be seen here: https://community.openvpn.net/openvpn/wiki/Systemd

The openvpn version from the openvpn's repos (2.5.1)
(https://community.openvpn.net/openvpn/wiki/OpenvpnSoftwareRepos) look
for configuration files in the correct /etc/openvpn/client. See
https://forums.openvpn.net/viewtopic.php?f=15&t=31930
