Public bug reported: If you download an unofficial deb package and open it with gnome- software from the browser, it will let you to install it.
However, if you already have an older version of the same package installed, it will offer to Remove only. Previously, it would offer to upgrade. This makes upgrading of 3rd-party software cumbersome.
