Moving S24avahi-daemon and S24dhcdbd to start before S20samba doesn't make any difference :(
So much for the above theory. I still have to restart samba manually to get it to bind to eth0; the only reason I think of why this could be true is a boot-order dependency whereby the network is not configured when samba is started, but I'm damned if I can find it.
