This looks like the result of filesystem corruption, not a bug in
Ubuntu. It is certainly not a bug in the base-files package, which does
not provide the mv command (this is provided by the coreutils package).
Please try rebooting, which should result in a filesystem check, and see
if the problem persists. Be prepared for the possibility that you will
have to reinstall your Ubuntu system due to filesystem corruption at a
very basic level.
